Agreed on suggestion 1 - it's not foolproof. It's better than the present system but at the end of the day you still can't be 100% sure that the person you put the bounty on doesn't find a way of getting (some of) the money himself, that's true.
On suggestion 2 - you can't kill anyone you fancy, although make a good point. Freighters have no meta level so you can't kill someone in a freighter, not someone travelling in a shuttle.
Futhermore, to kill someone like a mission runner:
- It costs 100m just to make the contract - Then it costs 150% of that because +5.0 sec status, so 250mil - To keep a duration of 12 weeks would cost 250 x 1.6 (60%) = 400mil.
So you couldn't just randomly put contracts on people because it would cost 400million for the pleasure and that would be money you can't get back. And AFTER this 400million you put the actual reward money on.
Of course, the problem still remains that someone could scout out a mission runner with uber-faction gear, put a contract on him, take the contract instantly with an alt and then be able to strike without the target knowing he is even in danger - which, even for 400mil sunk cost, could still turn the assassin too huge a profit.
Since it's risk vs. reward and high-sec isn't huge reward in mission running, I'd consider doing some of the following tweaks to prevent this issue getting out of hand:
- IF someone has 5.0 sec status, you can't kill them at all in a system higher than 0.5
- As soon as the assassin strikes, he becomes a beacon, gets global aggression and anyone in system can warp to him and help kill him. Since only one person can take a contract under Archivian's system, the assassin will always be outnumbered and this may also help foster the community spirit in some of the high sec mission running systems (and ninja looters become an added deterrant to the assassin).
